According to a BCYA release, there were only eight pairs of desks and benches in the school for a total 143 students in the current academic session of which 67 are girls.
“All except few sit on the floor of the classroom,” the release said. The school is also devoid of basic facilities like, safe drinking water and electricity.
The youth association appealed to the local elected representative, district administration, particularly the deputy commissioner and education department, to wake up from deep slumber and do the needful for mitigating the problems of the school.

Arunachal receives more than ` 1400 Cr from Power Developers
ITANAGAR, Jul 08: Arunachal Pradesh has received Rs. 1495.62 Crs (Rs One thousand four hundred ninety five crores and sixty two lakhs) as upfront premium and processing fee from the power developers in lieu of allotment of the Hydro Electric projects. 68 Hydro Power companies, private as well public sector undertakings have entered into MoU with the State Government, according to the papers submitted today at the legislative assembly in a question raised by MLA Paknga Bage.
Meanwhile, the govt of Arunachal has cancelled eleven power projects allotment for violation of terms and conditions of MoA. This was informed by Minister in charge of Hydro Power today. Of more than 100 big and small projects, only four projects are under execution including Kameng HEP (600 MW) in West Kameng by NEEPCO Ltd, Pare HEP (110 MW) in Papum Pare District by NEEPCO Ltd, Subansiri Lower HEP(2000 MW) in Lower Subansiri District by NHPC Ltd and Gongri HEP (144 MW) in West Kameng district by M/s Patel Engineering Ltd.

In order to improve the educational scenario of the districts the state government, he said, has established government schools besides reputed private institutions like Sharada Mission School at Narottam Nagar in Tirap, R K Mission school at Deomali (Tirap) and Vivekananda Kendriya Vidyalaya at Jairampur in Changlang district.
Moreover, he pointed out that there is equitable distribution of seats in technical courses outside the state for students from the three troubled districts.
"To provide employment to the youths of the districts, the state government has already created 1,900 posts of police constables and officers of which, 1,769 have already been posted," he said adding, "We are expecting fund from the Centre under police modernisation."
While raising the issue Tirap MLA Aboh informed the House that the three easternmost districts of the state were affected by insurgency and unemployment problems besides recording a rise in the number of drug addicts.
Citing examples of Assam and Nagaland, he said Assam had such provisions for the youths of Karbi Anglong and Bodoland while Nagaland has provision for youths from Konyak tribe.
He also cited the example of Union HRD ministry allocating special quota to Kashmiri Pandits. PTI

Responding to a supplementary of MLA Kento Rina, the Chief Minister replied that the contingency staff are recruited under particular project. After completion of particular project, the department concerned may transfer the workers to another project, he said. Rina wanted to know whether the contingency staffs are transferrable or not.
Lokayukta: Responding to a question of Opposition leader Tamiyo Taga, Chief Minister Nabam Tuki informed the house that the State Govt has enacted the AP Lokayukta Act, 2014 and it has come into force from Oct 2, 2014. The CM further informed that the consent of Guahati High Court chief justice for nomination of high court judge as a member of selection committee has been received on May 7, 2015 and accordingly the selection committee has been notified on June 15 last. Taga in his question wanted to know the reason for delay in formation of Lokayukta in Arunachal Pradesh.
The Chief Minister also informed the Assembly that state government had made fund provision for setting up Lokayukta in the state. He said the expenditure for its establishment had been worked out and fund provision made.
When Taga sought to know whether he was included as a member of the selection committee as per Constitutional provision, Tuki said the Opposition Leader would be included as one of its members.

Status of DRDA staff: The Chief Minister informed that at present there are 582 staff in various categories under DRDA and no new staff have been appointed in the DRDA recently. The DRDA appointments are made under strict guidelines of the Central Govt and there is no space for violation of guidelines, he said.
While responding to a star question of MLA Tamar Murtem, the Chief Minister further informed that the proposal for absorption of DRDA employees to line departments is under scrutiny of the Govt. He further said granting of retirement and death gratuity of DRDA employees is under submission to the Government. Informing the house that the salaries of DRDA staff has been paid up to March last, the Chief Minister said the state Govt is finding ways and means to disburse the salaries of the DRDA staff regularly.

Responding to the query, Tuki said that fish ladders are not proposed by the NEEPCO at Bichom dam and the dam was designed for fish hatchery and other tourism related activities.
The chief minister also said that the Expert Appraisal Committee (EAC) of the union ministry of environment and forest in its meeting on January 28 this year agreed that provision of hatcheries would be a rational approach in lieu of fish ladder in Bichom dam and the Central Inland Fisheries Research Institute (CIFRI) was requested by the NEEPCO to take up the study for finalisation of the design of fish hatcheries in the dam.
He further said the suitability of specific fish pass applicable to the project was being studied by the Central Institute of Fisheries Technology (CIFT) Kochi, which recommended construction of fish ladder of length 797.50 meter for Bichom dam. But the consultant of NEEPCO opined that the fish ladder in more than 20 meters high dam has failed worldwide to successfully pass fishes to upstream and so the executing agency has kept provision for hatcheries in lieu of fish ladder, Tuki informed.

APCC hits back at BJP, says criticism immature

Meeting to check encroachment of Govt land
AALO, Jul 08: In its effort to contain growing problems of land encroachments in Govt. land and premises at Aalo town, a meeting of the West Siang district administration and other officials were held on 7th July last. Chairing the meeting Deputy Commissioner Pige Ligu said that the town has a history of encroachments and asked the HODs especially the local officers of the district to shoulder responsibility to protect land allotted to them and lodge FIR against any encroachment of Govt. land and damage of public property. He asked the concerned department to list out unauthorized mushrooming of shops and meat vendors in the residential areas, obstructions on right of the way for early action. Eviction drive at Sipu Colony and Paktu Tinali to Pakam in the past was necessitated to clear the road to avoid traffic congestion and entry of fire brigades. Administration, Police, HoDs and citizens have to work hand in hand to check the unwanted growth in the town to make it beautiful and congenial place to live in, he said.

Jamia to begin first ever PG course in North East studies
New Delhi, Jul 08: A first ever post-
"There is often talk of bringing Northeast closer to mainstream India but I personally always subscribe to the idea of simultaneously bringing mainstream India closer to Northeast. The new initiative, therefore, would be a promising step in that direction," he said.
The Minister made the announcement after a visit to the Centre for Northeast Studies in the University after his meeting with Vice Chancellor, Talat Ahmed, Head of Northeast Studies, Sanjoy Hazarika and other faculty members to give a final shape to the decision.
"For India this is a totally new and unique initiative of its kind because this will be for the first time that any Indian University will introduce a formal recognised Post Graduation Degree Course in region based studies," he said. The Minister was earlier informed a formal Master's course in Northeast studies will begin from next academic session, one optional paper on Northeast has already been introduced in post graduation exam from the current academic year.
"The concept of region based research and study within a university was, by and large, hitherto unknown in the Indian academia and mostly existed in some European universities and therefore, with the introduction of this course, not only the Jamia Millia Islamia University will acquire a distinct identity of its own but the Northeastern part of India will also earn a unique academic distinction," he said.
The Minister said Northeast has a very high literacy rate with a small State like Mizoram recording a literacy rate of 92 per cent to 93 per cent, second only to Kerala.
"Students and faculty of Northeast origin are making a very valuable contribution in the leading colleges and universities of the National capital and other Indian metros. DoNER plans to promote Centres for Northeast Studies as resource banks for people from outside Northeast to understand and study the exclusive culture and richness of that region," the Minister said.
He assured the Vice Chancellor that the Ministry of Development of North Eastern Region (DoNER) will offer all its cooperation in making the initiative successful. PTI

Widen scope of investigation
The news of the arrest of an LPG cylinder black marketeer from Itanagar by officials of Food and Civil Supplies Department has come as big relief to the consumers of capital complex. In recent years black marketing of LPG gas cylinder has become major cause of concern in capital region. Often consumers have to pay double amount to the middlemen while buying cylinders.
Even though department of Food and Civil Supplies claims to be constantly fighting against this menace the situation has not improved much. It is a well known fact that black marketeers in connivance with gas agency authorities are indulging in corrupt practices. Instead of just catching hold of one or two black marketeers, the Food and Civil Supplies department should widen the scope of investigation and investigate the role of gas agency authorities. Strict penalty should be imposed against those gas agencies which are encouraging the corrupt black marketing practices. Unless department initiate some tough measures, the situation will not improve.

We respect that you have the position and power to excise but we have also become aware that the power you are excising is not for the welfare of unemployed youth of this job deficit state rather to satisfy political bosses. Your department gives an advertisement with certain number of vacancy with well included sentence “vacancy may vary at the time of recruiting” (corruption starts here itself). Now once you have given advertisement you forget your next stage and it takes years for you to issue calling letters.

We are poor in stenography skills
Dear Editor,
The amendment / modification for recruitment of PA’s / SPA’s are highly welcome. But the advertisement for SPA published on 2nd July’ 2015 is disappointing. On that advertisement, it is said that 10 minutes dictation @ 100 WPM and 50 for transcription. It means that minimum words to be dictated are 1000 which is not possible for us.
Before amendment, there was 5 minutes dictation @ 100 WPM and allotted 60 minutes for transcription. It seems that maximum words limit is 500. Now it is double and time for transcription is reduced to 50 (Minus 10 minutes instead of increasing).
It is pertinent to mention here that 12 posts of SPA were advertised on 7th June 2010. Unfortunately, none of the candidate has qualified. It is clear that we are poor in stenography skills so there is no need to increase the words limit.

Why are we doomed to be poor?
Dear Editor,
What do you say about a society whose top leaders are the biggest crooks? What do you do in a system where almost anyone with power is corrupt? Arunachal has suffered enough. From childhood we are told that Arunachal is a poor state. Why? There are states in India where an average person makes more than fifty times than that of an Arunachali. Fifty times? Does an Arunachal farmer not work hard? Does an Arunachali student not study? Do we not want to do well? Why are we then doomed to be poor?
This has to stop; we have to clean the system.
Che Guevara, the great revolutionary, once said, ‘Power is not an apple that falls from a tree into your lap. Power has to be snatched from people who already have it. We have to start a revolution, a revolution that resets our corrupt system. A system that shifts power back into the hands of people and treats politicians like workers not kings’.
Of course this won’t happen overnight. This also won’t happen until the real suffering begins. As Arunachal’s young population increases, we will need more good colleges and jobs. Soon, there won’t be anymore. People will realise who is fooling them. It could take 20 years. I call it revolution 5050, the year in which it will happen; the moment will finally shake the muck off Arunachal. When Internet will connect all colleges across the state. When we will go on shut down until things are fixed. When young people will leave their classes and offices and come on to the streets. When Arunachali will get justice and the guilty will be punished.

Disheartening and unpalatable response

The recent press release of the PWD Pasighat “We are on track “relating to the cc pavement or road is disheartening and unpalatable. The business community felt belittled and unheard to the degree of response by the PWD and the District administration .The statement was just a travesty of justice to our pain. We hoped that the authority would take action beneficial to us but shattered. The authority is lamenting their procrastination reasons instead of stating completion time, it is just a delaying tactics. If the authority is at all committed to undertake the work on war footing it should have resumed the work as the weather is conducive now.
We do not intend to tarnish anyone’s integrity nor interested to write in this esteem daily time and again but we are compelled to ventilate our fumes of depression. You talk of durability of the road but we afraid that none of your roads lasted for more than 3years without patching. This CC road would be no exception. You are lagging miles to regain your lost glory. If the firm is not well equipped with plant and machinery, and experiences how did the department awarded the tender to the concern firm.
The department is misleading the public to an uncertainty. Why is the department so adamant where we are just asking for opening of all the access points? As anyone can say that the construction will resume only after the beginning of the winter. By that time we would have suffered untold miseries. Of course, the authority has nothing to lose but if you were a politician you would have certainly something to lose.
We directly beseech with heavy hearts to the honourable Minister PWD to spare sometime to sort out our problem. We feel dejected and forsaken for no positive action is taken by the concern authority and the District Administration.
Please take away the barbed wires and the logs from the road till the resumption of work is done! We are really suffering from this trauma of utter negligence. Please don’t let us squeeze between the tussles of the contractor and the department. It is completely unacceptable to block the roads for months together. Please rescue us!
